The USCIS (United States Citizenship and Immigration Services) then communicates with the National Visa Center to get you your Immigrant Visa Number. You then must send in payment to the NVC, which then returns a different document, the DS-230 part 1. That document in turn must be sent to the National Visa Center, which then responds with a DS-230 part 2 form. Only when all this paperwork and back and forth have been completed can you actually make your consular appointment.
